The VVA-14 was researched and developed in the Soviet Union in the 1970s as an amphibious aircraft capable of vertical takeoff and landing. The aircraft can take off vertically from both water and land, and was designed to fly at high altitudes or glide over the surface of the sea due to ground effects, just like a normal aircraft. The VVA-14 was designed by Italian engineer Roberto Baltini in response to the U.S. Navy's introduction of Polaris missiles on submarines to deter nuclear weapons. The aircraft was equipped with a float for landing, which was later replaced with an inflatable float.
